When Bureaucrats Attack

Anyone whose watched Top Gear for any length of time has heard them make fun of Britain's Health and Safety boards. I've always thought they were just joking around and making things worse then they are for comedy's sake. Apparently they're not.

Who knew firemen in Europe were such fragile things? My guess is if there was a fire at a Health and Safety office, the crews on the way would be obeying every speed limit, following all the traffic signs and keeping a safe distance from any heat sources.
